For any work, there must be a contract or an offer meeting the industrial and provincial wages for such occupation. A temporary resident visa could be needed. Some jobs are Labour Market Impact Assessment (LMIA) dependant or exempt.

The minister of Employment and Social Development ensures compliance through the ESDC staff by assessing and issuing LMIAs and conducting on-site inspections on behalf of IRCC. Temporary foreign workers might be required to submit a police character certificate and undergo a medical examination.
